**This issue concerns the whole of Japan’s institutional structure: the bureaucracy, politicians, both ruling and opposition parties,media, local administration, the medical sector, major corporate executives, engineers, and other key personnel across society.**

**In my view, this must be considered against the background of the United States’ personnel limitations after the Second World War, the constraints that resulted from those limitations, and the historical consequences that followed. It must also be considered in relation to the failures of the former Japanese regime’s Japanese-language education policies in parts of the Korean Peninsula and China, as well as the post-Pacific War loss of defence-related personnel through executions, which contributed to a complete hollowing-out of Japan’s defence capacity.**

**As a result, there may now be a serious possibility that the covert placement of Chinese-linked personnel has been almost completed across every major field in Japan. In practical terms, this would amount to a form of territorialisation.**
